Since the crown is so deep in debt Stannis doesn't allow his queen to swim in jewellery and buy whatever she likes, so when he gives her presents it's something special. --> Stannis awkwardly offering her a necklace or something (which Davos probably had to pick because Stannis fails at stuff like that).
