Ned/Catelyn, voyeurism, jealousy

Someone is creeping on Ned and Catelyn and having jealousy issues. My thoughts are Littlefinger (duh), Lysa (jealous that her sister actually seems to enjoy her sex life rather just 'do her duty'), or Robert (jealous that Ned gets to have sex with Catelyn? jealous that Catelyn gets to have sex with Ned? Both?) but totally open to anyone else! :D
